Medicare Notice of Intent and Release Process
When contracting with a carrier, there are two processes:
New Contracting - This is when you have never been contracted with that carrier
Transfers - These occur when you are currently contracted with that carrier but changing your upline.
If you are undergoing New Contracting, the good news is that you can get started with the contracting process immediately with us!
If you are transferring your contracts, you must first undergo an additional step known as the release process.
Releasing your Contracts
The release process is a formal, standardized process that ensures all regulatory and contractual obligations are met.
Before you can transfer your contracts, you must first be released from your current hierarchy. There are two methods to release your contracts:
Immediate Release

Oftentimes your upline will have terms surrounding the release of your contract.

If your upline agrees to release you immediately, they will provide a document that we will use to release your contracts.
Notice of Intent (NOI) to Self-Release
- If your upline will not release, we can help! There is a standardized process to ensure that your contracts can be released if your upline refuses, this is called a Notice of Intent.

A NOI is a formal declaration (in writing!) by an agent or broker indicating their desire to transfer their upline to another.

Some carriers have specific forms or processes to ensure that the NOI is valid!

Aetna Transfer and Release Process

Aetna Medicare Advantage Transfer Restrictions:

Transfers are not processed from October 1st to December 31st.

The last day to submit a notice of intent for the current year's AEP (Annual Enrollment Period) specific to Aetna Medicare Advantage is June 30th.

Eligibility for New Contracting with Aetna Medicare Advantage:

Applicable for agents already contracted with Aetna Medicare Advantage, who have been with their current upline for at least three months and have no production in the last three months.

Such agents should follow the new contracting instructions provided.

New Contract and Aetna Transfer Release Form Requirements:

Required for agents contracted for less than three months or those who have had production in the last three months.

Agents must complete a new contract and upload the Aetna Transfer Release form, following the new contracting instructions.

Procedure for Agents When Upline Refuses to Sign Transfer Form:

Start the process by completing the agent portion of the Aetna Medicare Advantage Transfer form.

Electronically submit the completed form through the Medicare Producer Contracting portal in Producer World (Navigation: Open Producer World > Medicare Producer Contracting > Open assigned invitation > Add Document > Upload transfer or intent to transfer document).

Post submission, the agent will be transferred to the AGA (Agent General Agent) after a 3-month interim period.
